Project Description
After the success of the Red Cliff Band of Lake Superior Chippewa Tribal Census in 2018, the Red Cliff Housing Authority worked with Big Water again for a housing-specific Needs Assessment and data collection that occurred from December to February 2021. While the 2018 Census produced a comprehensive data set about the Red Cliff Reservation, which helped facilitate the tribe’s comprehensive planning and program development and strengthen Tribal Opioid Response and ROSS grant applications, the 2021 project delved into housing-specific needs to help the Tribe conduct housing-specific strategic planning efforts, and collect information to challenge data collected by the U.S. Census Bureau to potentially receive an increased amount of funding from HUD’s Indian Housing Block Grant formula. The Red Cliff Housing Needs Assessment was completed through a survey of all residential units within the boundaries of the Red Cliff Indian Reservation. Local Survey Manager, Elizabeth Boyd, led the effort and obtained completed surveys from 465 households. Due to COVID-19, most households completed the survey electronically to avoid person-to-person contact which also helped reduce resources needed to conduct in-field data collection.
