Project Description

The White Earth Housing Needs Assessment is being conducted to support the White Earth Nation in its efforts to implement a Housing Needs Study. For this project, the White Earth Housing Authority will conduct a survey of residents throughout the study area as well as focus groups, interviews and community meetings to help determine the availability of and need for housing on the White Earth Reservation as well as potentially challenge U.S. Census data to increase funding for essential housing services.

Respondents will receive a door hanger with a unique survey code that will allow the head of household to fill out the survey on behalf of the household. There will be the option of a paper form delivered to each household if requested. Simultaneously, field staff will begin visiting households that have not yet responded to the online or paper survey. Household survey completions are tracked using the unique survey codes and a project dashboard.

Upon completion of the data collection process, Big Water will clean, compile, and analyze the data obtained through surveys, community meetings, focus groups, key informant interviews and existing local, state and federal data. Using this information, Big Water Consulting will complete a full report including elements described in Minnesota Housing’s 2021 Housing Tax Credit Market Study Guidelines. Findings will be used to help drive strategic planning for the housing authority, and the data will be owned by the White Earth Nation for future planning and grant opportunities.
