Project Description

The Warm Springs Housing Authority (WSHA) is a tribally designated housing entity for the Confederated Tribes of Warm Springs (CTWS) that promotes affordable housing activities on the reservation and in other Indian areas for occupancy by low-income Indian families, ensures tribal members have access to private mortgage markets and promotes the development of private capital markets in Indian country, and merges infrastructure plans and resources with housing development for tribes.

The Warm Springs Housing Study and Needs Assessment collected up-to-date, accurate information about the characteristics, needs, and priorities of the households and communities served by the CTWS. Tribal leadership will use this data to inform strategic planning and prioritize community needs and concerns in the development and delivery of programs and services.

The project includes 4 different surveys which are described in more detail below. Since the information gathered will be kept confidential and will not identify any specific individuals or households, this information will support community-level decision-making as opposed to the delivery of specific services or benefits at the household level.

The household survey gathered information about the residents and households of the Warm Springs Reservation which will ensure that CTWS’s divisions and programs have up-to-date information to guide decision making while also helping the tribe build tribal data collection capacity.

Big Water’s Kevin, Chloe, and Harrison visited the Warm Springs Reservation in September 2024 to learn from members of the community about their housing and programming needs in their own words via listening sessions and community meetings, and to present the findings of the household survey portion of the data collection effort.

  • WHO: 461 randomly selected households on the Warm Springs Reservation.

    WHY: To collect up-to-date, accurate information about the characteristics, needs, and priorities of the households and communities served by the Confederated Tribes of Warm Springs. Tribal leadership will use this data to inform strategic planning and prioritize community needs and concerns in the development and delivery of programs and services.

  • WHO: Members of the Confederated Tribes of Warm Springs living off the reservation.

    WHY: As members living off the Reservation, we want to hear from you directly about your access to services and anticipated housing needs.

  • WHO: NON-tribal members who are employed by the Confederated Tribes of Warm Springs

    WHY: To better understand the needs, wants, and challenges of working on the reservation (i.e. available housing conditions and proximity to work, the length of time and cost of commuting)

  • WHO: Native and non-native youth aged 12 to 18 living on the Warm Spring Reservation.

    WHY: To understand the needs of reservation youth so the tribes can better serve and support them through the services and opportunities the tribes provide.
