Project Description

The Cow Creek Band of Umpqua Tribe of Indians are located in southwestern Oregon and were one of the first two tribes to secure a treaty with the United States in the mid nineteenth century. Although they never received the reservation they were promised, their people remained in their homelands and continued to meet and hold council as their ancestors had always done. Today, the Tribe is buying back its land and operating various business enterprises for the economic development of the Cow Creek Tribe and the communities in which they live.

The Cow Creek Housing Needs Assessment seeks to answer this key question: what are the housing needs of Cow Creek members both inside and outside of the Tribe’s seven-county service area?

The project involved not only a household survey distributed to all Cow Creek member households (within and without the Tribe’s service area), but also an employer survey that sought input from major Roseburg employers to learn more about housing shortage in the broader community, and interviews with knowledgeable parties from Tribal and municipal leadership. The project uncovered the quantity and type of housing needed by membership and in Roseburg, mapped Tribal membership, and quantified the number of members within each of the counties of the service area. The Cow Creek Tribe can use the collected information to guide housing development, inform housing assistance programs and other social services, and to identify avenues for collaboration with external stakeholders also working to address the area’s housing shortage.

Results of the project were presented via a hybrid in-person and remote session for members and Housing Program leaders in September 2024.
